Para Alerta à População teria de ser uma inciativa a partir do Estado.(não dá $$) . Quanto ao advertising há outras maneiras, por exemplo SMS .

Em Portugal ainda não vi ninguém a dar uso aos sms para envio de publicidade localizado, mas a tmn comprou uma aplicação que irá permitir isso - https://www.intersec...oo.html?lang=en

 

Mas compreendo que o uso de sms saia mais barato, na República Checa enviam publicidade pelo Cell Broadcast no Canal 50 e há também canais de Cell Broadcast na Polónia onde qualquer cliente pode enviar um sms SVA com um texto em que o mesmo pode ser transmitido para determinada área durante um determinado período de tempo em que as pessoas que subscreveram aquele canal ao entrar naquela zona recebem a informação.

Sistema de Alerta de Emergencias

 

El Sistema de Alerta de Emergencias (SAE), es un sistema impulsado por el Gobierno de Chile cuya finalidad es advertir a los usuarios acerca de situaciones de emergencia que afecten a una comunidad. El aviso es enviado por la Oficina Nacional de Emergencias (ONEMI) a través de un mensaje especialmente diseñado para ser recibido por teléfonos móviles compatibles.

El sistema de alertas funciona de la siguiente forma:

  • Los equipos disponibles que soportan el servicio SAE deben cumplir con algunas características técnicas, tales como: el despliegue automático de la notificación del mensaje de alerta en la pantalla, una notificación sonora y vibración.
  • Los equipos Apple no son compatibles con este servicio, por lo tanto no podrás descargar el manual.

Esta alerta solo puede ser recibida en los equipos que cumplan con los requisitos técnicos definidos por la Subsecretaría de Telecomunicaciones (SUBTEL), de acuerdo a la Resolución Exenta N°3.261 de 2012 y sus posteriores modificaciones.

Orages – Un SMS d’alerte en cas de mauvais temps

 

Le gouvernement pourra bientôt envoyer un message d’avertissement, notamment aux possesseurs d’un GSM à proximité d’une antenne émettrice, en cas de catastrophe imminente, écrivent mercredi De Standaard et Het Nieuwsblad.Il sera bientôt possible de prévenir la population plus rapidement et de manière plus ciblée lors d’un incident ou d’une catastrophe imminente. Le Centre de Crise du SPF Intérieur élabore un système, baptisé “Be-Alert”, qui enverra un message vocal sur les téléphones fixes des citoyens ou un SMS sur leur téléphone portable. Le projet est à l’essai dans 33 communes. “Il pourra être élargi à l’entièreté du pays au plus tôt en 2015″, ajoute Peter Mertens, porte-parole du Centre de Crise. Dans un premiers temps, seules les personnes préalablement inscrites sur une liste seront informées. Le système sera ensuite rendu plus accessible pour que tous les possesseurs d’un GSM se trouvant à proximité d’une antenne émettrice puissent être identifiés et recevoir un SMS. (Belga)

NL-Alert waarschijnlijk pas volgend jaar mogelijk op 4g-netwerken

 

Het wordt op zijn vroegst pas begin volgend jaar mogelijk om via de 4g-netwerken van de Nederlandse providers NL-Alert-berichten te ontvangen. Veel telefoongebruikers zeggen geen of pas veel te te laat het testbericht van maandag te hebben ontvangen.

nl-alertTerwijl KPN al een landelijk 4g-netwerk in de lucht heeft en providers als Vodafone en T-Mobile daar naar toe werken, meldt de website van NL-Alert dat het op moderne smartphones die via 4g communiceren nog niet mogelijk is om de alarmdienst te gebruiken. Woordvoerder Lodewijk Hekking van het ministerie van Veiligheid en Justitie laat weten dat de overheid nog in onderhandeling is met de providers om NL-Alert ook via 4g-netwerken mogelijk te maken. Hij verwacht echter dat dat op zijn vroegst pas begin volgend jaar mogelijk zal zijn, terwijl het systeem al wel in gebruik is.

De providers krijgen volgens de woordvoerder nog geen vergoeding voor de kosten die zij maken voor het alarmeringssysteem; ook daarover is de overheid nog in onderhandeling. Eventueel kan een zogeheten ‘nadeelcompensatie’ worden uitgekeerd. Wel zou het ministerie van Economische Zaken via een wettelijke aanwijzing providers kunnen dwingen om ook via 4g NL-Alert door te geven.

Maandag verstuurde NL-Alert opnieuw een testbericht. Terwijl smartphonebezitters die al gebruik maken van 4g technisch geen alarmberichten kunnen ontvangen, klagen onder andere op Tweakers veel gebruikers die via 2g of 3g zijn verbonden geen enkel bericht of pas ruim na 12.00 uur een NL-Alert te hebben ontvangen. Anderen kregen juist meerdere berichten binnen.

Volgens Hekking is nog niet vast te stellen of de proef beter is verlopen dan de vorige testronde waarbij naar schatting 3,9 miljoen smartphonebezitters succesvol een controlebericht ontvingen. Met behulp van een onderzoeksbureau zal de overheid dit steekproefsgewijs gaan controleren. Over enkele weken wordt daarvan de uitslag bekend. Wel zou het versturen van het testbericht voor de eerste maal vanuit een centraal punt zijn verstuurd, in dit geval via de landelijke centrale meldkamer in Driebergen. Bij de vorige proef werden de NL-Alerts nog vanuit de verschillende regionale knooppunten verstuurd.

Het ministerie geeft ook aan te gaan bekijken of de informatie over hoe een toestel in te stellen op de NL-Alert-website kan worden verbeterd. Sommige bezitters van een mobieltje klagen erover dat de geboden informatie is verouderd of dat een bepaald type toestel niet is te vinden. Verder laat de woordvoerder weten dat er vermoedelijk later dit jaar wederom een controlebericht verstuurd gaat worden. Er zijn nog geen plannen om dit elke eerste maandag van de maand te gaan doen, zoals met de sirenetests wel gebeurt.

One System, Two Uses: Intrado Cell Broadcast Service

 

It is difficult to pinpoint exactly when it happened, but at some point in 2013, cell phones began to outnumber people in the United States. Sometime late this year, the number of mobile devices around the world is projected to surpass global population. Given this trend, the CTIA, FCC and FEMA initiated a joint effort to develop Wireless Emergency Alerts (WEA), a wireless version of emergency notification services. The valuable service was developed to increase public safety by capitalizing on this ubiquitous mode of modern communication. While wireless service providers carry no legal responsibility for participating in the program, they may face significant business implications for opting out. As more and more WEA messages are broadcasted around the country, customer retention could become a challenge for carriers that choose not to offer the service. For tier 1 carriers, WEA participation is an easy decision. Smaller carriers, however, may be challenged by the cost of required technology upgrades. Intrado Cell Broadcast Service (ICBS) allows tier 2 and tier 3 carriers to deliver lifesaving WEA messaging without expensive technology upgrades and provides a way to monetize their existing networks through the use of commercial cell broadcast messages.

Wireless Emergency Alerts

As with any new technology service, WEA comes with significant technology requirements. The service is dependent upon specific gateways that allow the emergency alerts to be disseminated by authorities to the wireless service providers and, ultimately, end-users. Within the WEA architecture, carriers are responsible for developing, testing and deploying the Commercial Mobile Service Provider (CMSP) Alert Gateway and Cell Broadcast Center (CBC) based upon standards adopted and provided by the WEA commission. As soon as a carrier communicates to the FCC their intent to participate in WEA, they must also attest to supporting and performing various functions at their gateway relative to connectivity, authentication and validation, security, geographic targeting and message management. For most tier 2 and 3 carriers, these requirements make participation in this service technologically and economically challenging. This is unfortunate because WEA messages have played a significant role in many recent emergency events, including the Colorado floods, a Connecticut tornado and a child abduction in Minneapolis. In each of these instances, cell phone users received specific unsolicited emergency information that provided warnings, instructions and descriptions that directly saved the lives of countless people. Clearly, this is an important service that every wireless carrier should consider offering to their customers.

Intrado Cell Broadcast Service (ICBS) was developed to make it easy and affordable for carriers of any size to broadcast important WEA messages. ICBS is a fully managed and hosted solution that enables wireless carriers to receive WEA emergency alerts aggregated and distributed by the Federal Alert Gateways while meeting all of the requirements of the FCC Warning, Alert and Response Network (WARN) Act. Emergency alerts are delivered over the Intrado network to a carrier’s cell sites located within a targeted geographic alert area. The carrier’s towers then broadcast the alerts to all WEA-enabled mobile handset that are being served by that tower at the time of the alert. With ICBS, carriers do not have to make significant network investments and are not responsible for any architecture testing or security. In this way, small regional carriers can provide their customers with the same emergency services offered by tier 1 carriers across the country.

Commercial Cell Broadcast Messages

In addition to the ability to deliver lifesaving WEA messages, ICBS allows carriers to monetize their network and drive revenue through the delivery of commercial cell broadcast messages. Using the same system designated for WEA messages, ICBS applies precision location technology to deliver a wide range of non-emergency messages to a geo-targeted audience. This is an exciting opportunity because it has broad applications that will allow carriers to recoup some of the cost of the WEA service.

ICBS for commercial purposes is an easy-to-use, fully hosted solution. The carrier simply provides Intrado with the content details and the geographic dimension—which cell towers to utilize. Intrado then audits the content for accuracy and sends out the messages over the carrier’s network based on the specifications governing the distribution of the content—when, where and who receives it.

The most obvious application for commercial ICBS is location-based mobile marketing—one of the hottest new trends in retail sales. In this scenario, wireless subscribers opt into the service as a way of receiving coupons, product information, sale notifications, etc. Carriers then charge content providers (such as a retailer or a restaurant) a set fee per message sent out to customers based on their geo-targeted location.

Beyond retail applications, this can be a valuable asset to small communities that want an easy way to disseminate local notifications or news items. School districts can use the service to announce school closings. The carrier itself can even utilize the solution to announce product updates or other information directed to its customers.

Connecting with Customers

As the world becomes more and more wirelessly connected, the role of mobile devices is expanding rapidly. We no longer think of a cell phone as a simple way to make a call. Today, it is a dynamic tool to send, receive and interact with relevant information. The Intrado Cell Broadcast Service allows wireless carriers of all sizes to take advantage of this shift in the marketplace. This important service provides carriers with an easy and affordable way to deliver both emergency and commercial messages to their customers without the need for costly network investments.

4G手機緊急救難功能再進化 日期:103/07/01 
     國家通訊傳播委員會(NCC)型式認證合格之4G手機均已具備接收公眾告警細胞廣播訊息(Public Warning System,PWS)功能,可分別顯示中文及英文細胞廣播訊息,並於顯示訊息時,一併發出聲響及振動,提醒民眾緊急應變。
   NCC說明,日本311地震海嘯及美國Sandy超級颶風天災期間,均已展現手機提供防救災及緊急狀況應變的功效。有鑑於我國手機用戶高普及率,且處於颱風、地震頻繁地區,為降低災害期間的損傷,NCC於本次行動寬頻業務(4G)開放時,賦予得標者應建設細胞廣播控制中心(Cell Broadcast Center,CBC)與提供PWS訊息的義務。PWS不同於一般簡訊(Short Message Service,SMS),係採用細胞廣播技術,以獨立通道發送緊急應變訊息,不受網路壅塞影響,可在幾秒內同時傳送特定區域內數十萬至上百萬個手機。
   未來中央災害防救業務主管機關完成建置災防訊息整合與發送平臺後,PWS訊息將可由該平臺傳送至4G網路,再送至指定特定區域之基地臺,以細胞廣播方式將訊息傳送至該特定區域之4G手機。

United Kingdom Tests Mobile Alerting

 

The British government is testing two approaches to a national cell alerting system similar to the one in the U.S.

 

The United Kingdom has begun testing a mobile device alerting system, similar to the one in the U.S.  Several trials are being conducted in a partnership with the British government, cell carriers, and public safety.  The UK is looking at two methods of a national system.  One is cell broadcast texting, similar to the one in the US.  The other is uses SMS, which is a more traditional way of sending personal texts.

One2many enables emergency alerts on small cells

Maarten Mes, CEO of one2many said “Our customers have requested LTE small cells support on our Cell Broadcast systems, and the ETSI plugfest tests prove it works. Which means that we now support emergency alerts on LTE small cells, next to regular CDMA, GSM, 3G, LTE and Wifi networks.”

 

The 2nd Small Cell LTE Plugfest was held from 23 June to 02 July 2014, organised by the Small Cell Forum, in partnership with European Telecommunications Standards Institute (ETSI), and was hosted by the ORANGE Labs in Paris. By connecting its CBC and broadcasting live CMAS messages one2many enabled mobile network equipment vendors to assess their CMAS/Cell Broadcast product interoperability and verify the correct interpretation of 3GPP and other base specifications.

Cell Broadcast technology delivers a non-intrusive, real-time service for the distribution of text-based messages to mobile handsets, specific to their current location. Cell Broadcast is capable of broadcasting one single message to reach all mobile handsets in an area as small as one radio cell and as big as an entire country. India's National Telcom Backbone Bharat Sanchar Nigam Limited (BSNL) will launch Cell Broadcast based services "BSNL BUZZ" for its Mobile Customers. BSNL has signed agreement with M/s Celltick, who is providing mobile marketing services to all major telecom giants in the world with its “LiveScreen” Services.

M/s Celltick will deploy end to end management of providing content, promotions, contest etc.in association with BSNL. They will provide services to BSNL Mobile Customers which are customized according to the taste of individual mobile customers.
 
 
 

The services will be available to the new BSNL SIM holders. However for existing BSNL SIM holders, an application will be provided by M/s Celltick which can be sent through OTA platform and downloaded by the customer. As the Apps will reside in customer handset, dependent upon handset operating system, it is presumed that most of smartphone user will be able to use these services.

BSNL has already started earning revenue by marketing and promoting its Cell Broadcast Service in various telecom circles including Kerala, Chennai etc. Presently telecom industry is using Cell Broadcast channel for Advertisement, Marketing and Promotion of various companies or Value Added Services. Cell Broadcast is capable of broadcasting one single message to reach all mobile handsets in an area as small as one radio cell and as big as the entire country. Its' broadcast is real time and fast.  

In short, "BSNL BUZZ" will provide customized contents to millions of BSNL users simultaneously and these Contents will be customized as per user preferences. BSNL will be launching "BSNL BUZZ" services by the the end of 2014.
